Earning over €100,000 and not contributing: no free health

Medical card for Andalucía
SPAIN The Ministry of Health announced last week that included on the projected new rules for Spain's health coverage is the exclusion from free medical health coverage are citizens and EU residents earning over €100,000/year and have not contributed to the system. The 'White Paper' that is being prepared is in its first draft, and, according to a Ministry spokesperson, "could change a lot." The idea is that nobody who needs one and qualifies, "should have a medical card" as well as medical assistance - this excludes illegal immigrants 'without papers' as well as the wealthy as described above.
