Is this corruption on a grand scale?

MADRID You hear it on the street: there aren't any politicians serving long sentences in Spain. Not quite true, but the popular perception is that justice is not done and is not seen to be done. Corruption cases of varying tints are everywhere: mayors, councillors, developers, politicians, civil servants, police men and women - the courts are full of cases that range from embezzlement to false documentation and a lot more. Corruption is rife, endemic even, and has been for many years, yet it is only now beginning to appear as a significant concern in polls and surveys, close to the top of the lists, together with unemployment and la crisis.
