No it's not a joke, it's the first line of an article titled 'An Idiot's Guide to The Law' by Brian Reyes in this morning's Gibraltar Chronicle that reviews an arcane law in its implications regarding the present age-of-consent ongoing debate. The article also says, "Interestingly, there is no indication that it is an offence for a woman to have sex with a male idiot."
