ANDALUCIA (Agencies) In July 2006 Manuel Chaves (photo), then President of the Junta de Andalucía and now Third V-President in the central government and Minister for Territorial Policy was inviting PSOE mayors to be aware of the Greenpeace report 'Destrucción a toda costa' (approx. Destruction al all Costas'), which denounced the proliferation of golf courses, among other things. That summer, his son Iván began negotiating his first represention contract with Andrés Rodríguez, promoter of 'Paraíso Golf' in Jaén, a residential complex that included a golf course. In August that year it was decided that a law to stop the proliferation of courses throughout the region was 'not necessary' as current legislation would suffice. The law was not therefore approved by the Junta.>
There was a mini crisis with contradictory statements criss-crossing the media for a while. On August 10th Chaves Sr held a press conference where he belied his Councillor for Public Works and Transport, Concepción Gutiérrez.
Advertising for public companies
(To be clear, in Spanish the term 'public company' refers to companies owned in part or wholly by government departmens agencies, at all levels (e.g. ARCGISA, the water and cleaning company is owned by the Mancomunidad de Municipios del Campo de Gibraltar).)
Iván Chaves's businesses were not limited to golf. According to El Confidencial, on January 1, 2008, Chaves Jr became associated with Javier Olaegui, which allowed him, Chaves, to offer his clients contyracts with public administrations through his new partner's company, Inverolaegui, with which he had agreed to share commissions.
On that same day, the brand new partners signed three contracts -and a fourth on March 1- with several companies involved in selling advertising space, all of them run by Antonio Sánchez Iribarnegaray, Managing Director of Mediasur, an advertising agency, and his son Rafael Sánchez Zaragoza.
Javier Olaegui -with Iván Chaves in the background- offer their services, and and are contracted, to public agencies in Andalucia. The contracts are exclusive to them and keep everyone else out.
Chaves Sr says son's businesses are 'licit, legal and professional'
In a television interview yesterday Manuel Chaves blamed Javier Arenas, President of the PP in Andalucia, for the attacks on his family. He also denied there was any kind of crisis in Andalucía's PSOE.
