El Mundo did not appear on the list because it had been preparing a major scoop that involves Development Minister and vice-secretary general of the PSOE, José Blanco and a Galician businessman, who accuses the Minister of receiving €400,000 in cash and 'inflated bills'. In return, says the businessman, Jorge Dorribo, he obtained a credit for €5.6 million through the European Investment Bank. The matter is in the hands of theCourts in Lugo (Galicia).
