SAN ROQUE (Agencies) The Central Electoral Commission has certified that the PSOE won the municipal elections last May 22. Having annulled some papers presented by the PP and accepted others by the PSOE it was decided that the latter got the most votes - by five votes, out of 6.533 in total. This means that Juan Carlos Ruiz Boix will become the Mayor unless another party or parties manage to make a deal with the PP and obtain an absolute majority. On the other hand, Boix's party, PSOE, only needs the four votes of the USR or alternatively those of the PA and PIVG together. Negotiations are being carried out as we write.
