ANDALUCÍA February 28th is a bank holiday all over the Autonomous Region of Andalucía. No school, no banks, no shops - a day off. But why? What does it commemorate? Each such region has its own day and all of them commemorate the Constitution of 1980, which after almost 40 years of central government dictatorship, gave a large degree of autonomy to the regions. The devolved rights and obligations to the regions was considered a very big step forward on Spain's rocky road to democracy (See 23-F: Why is it important to Spain?). On our Día de Andalucía, you may well see the green-white-green regional flag hanging from balconies or flying proudly from the Ayuntamientos; or town halls holding special sessions and cermonies; or local, district or regional awards on this special day.
